Position Title: Site Supervisor

ABOUT THE PROJECT

SAFE, in partnership with UNDP/PAPP, is implementing the project: “Emergency Debris Management in the Gaza Strip 2026–2027.”

The project aims to enable humanitarian access and support early recovery through risk-managed debris removal, recycling, and safe disposal, while reducing public health and environmental risks and generating dignified short-term job opportunities for affected communities.

The intervention will support priority geographic areas north of Wadi Gaza, benefiting internally displaced persons, host communities, and affected populations through restored access corridors, safer public environments, and recovery-enabling recycled aggregates.

ROLE SUMMARY

SAFE is seeking qualified Site Supervisor to support field implementation under the Emergency Debris Management Project.

The Site Supervisor will be responsible for the daily monitoring, verification, and documentation of debris transportation operations from work sites to approved collection, processing, dumping, or disposal sites. The position will ensure accurate tracking of transported quantities, verification of weighbridge tickets and truck movement records, compliance with approved routes and safety procedures, and timely reporting to the project management team.

The role requires strong attention to detail, integrity, field discipline, and the ability to work effectively with contractors, truck drivers, engineers, municipalities, and project staff in a complex operational environment.

KEY RESPONSIBILITIES

• Supervise daily debris transportation operations from work sites to approved collection, processing, dumping, or disposal sites.
• Verify transported quantities by reviewing and matching weighbridge tickets, truck movement records, GPS tracking data, and approved daily work plans.
• Record and verify truck data, including loading time, departure time, arrival time, unloading time, number of trips, route followed, and transported quantities.
• Ensure contractors and truck drivers comply with approved routes, geofencing requirements, site access instructions, and movement plans.
• Identify, document, and immediately report any discrepancies, inconsistencies, route deviations, suspected manipulation, or errors in quantity tracking or movement data.
• Maintain accurate and organized operational records related to truck movements, weights, trips, transport routes, and field observations using approved forms and systems.
• Monitor compliance with occupational safety and health requirements during loading, transportation, and unloading operations, including the use of personal protective equipment (PPE).
• Support safe truck movement within work sites and coordinate with relevant field teams to prevent congestion, unsafe practices, or operational risks.
• Report immediately any field hazards, incidents, near misses, environmental risks, or safety concerns to the Site Engineer and Project Coordinator.
• Follow up on compliance with approved environmental procedures during debris transportation, handling, and disposal.
• Coordinate regularly with the Site Engineer, Project Coordinator, contractors, truck drivers, municipalities, and debris disposal or processing site management.
• Prepare and submit daily and weekly reports summarizing transported quantities, number of trucks and trips, operational issues, compliance levels, and corrective actions required.
• Provide field observations and practical recommendations to improve tracking, documentation, operational control, and overall implementation efficiency.
• Participate in site briefings, coordination meetings, and daily Toolbox Talks as required.
• Perform any other relevant duties assigned by the project management team to support the effective achievement of project objectives.

QUALIFICATIONS & REQUIREMENTS

• Education: B.Sc. in Civil Engineering, Structural Engineering, or any other relevant engineering discipline from a recognized university.
• Experience: Minimum 5 years of experience of practical experience in field supervision, logistics operations, transport tracking, infrastructure projects, debris management, construction works, or similar large-scale field operations.
• Previous experience in quantity tracking, truck movement monitoring, field control, or weighbridge-related operations is highly desirable.
• Practical knowledge of GPS tracking systems, transport records, route monitoring, and movement data verification.
• Strong ability to read, verify, analyze, and reconcile operational data, including weights, number of trips, truck records, and movement logs.
• Excellent documentation and reporting skills, with proven ability to use operational forms, spreadsheets, and Microsoft Office applications, especially Excel.
• Good understanding of occupational safety and health principles, site safety requirements, PPE use, and field risk reporting.
• Familiarity with environmental safeguards and construction and demolition waste management is an asset.
• Effective communication skills and ability to coordinate professionally with engineers, contractors, drivers, municipal representatives, partners, and project management.
• Ability to work under pressure, for long field hours, and in challenging operational conditions.
• High level of integrity, accuracy, discipline, and attention to detail, particularly in tracking quantities and preventing errors or manipulation.
• Previous experience in projects funded by international donors or UN agencies is an asset.
• Excellent command of English is an asset.
