ABOUT THE PROJECT

SAFE, in partnership with UNDP/PAPP, is implementing the project: “Emergency Debris Management in the Gaza Strip 2026–2027.”

The project aims to enable humanitarian access and support early recovery through risk-managed debris removal, recycling, and safe disposal, while reducing public health and environmental risks and generating dignified short-term job opportunities for affected communities.

The intervention will support priority geographic areas north of Wadi Gaza, benefiting internally displaced persons, host communities, and affected populations through restored access corridors, safer public environments, and recovery-enabling recycled aggregates.

ROLE SUMMARY

SAFE is seeking a qualified Site Engineer to support the technical implementation and field supervision of debris management activities under the Emergency Debris Management Project.

The Site Engineer will be responsible for supervising debris removal, road opening, sorting, loading, transportation, and disposal operations, including controlled demolition activities where required and approved. The position will ensure that all works are implemented in line with approved technical plans, method statements, quality standards, occupational safety and health requirements, environmental safeguards, and project procedures.

The role requires strong technical judgement, field leadership, attention to detail, and the ability to coordinate effectively with contractors, municipalities, site teams, project management, and relevant technical stakeholders in a complex and high-risk operational environment.

KEY RESPONSIBILITIES

• Provide direct technical supervision of debris removal, road opening, sorting, loading, transportation, disposal, and related field operations at assigned work sites.
• Supervise controlled demolition works, where required and approved, ensuring that activities are implemented according to approved technical plans, method statements, and site-specific risk controls.
• Prepare, review, and support the approval of site-specific Method Statements, including work sequencing, demolition approach, sorting procedures, transport arrangements, safety controls, and environmental mitigation measures.
• Ensure that all field activities are implemented in compliance with approved engineering specifications, quality requirements, project SOPs, Debris Working Group guidance, and relevant partner requirements.
• Conduct regular site inspections to verify work quality, progress, safety compliance, contractor performance, and adherence to approved work plans.
• Support and document site-level risk assessments, including coordination with relevant specialized actors where risks related to UXO/ERW, hazardous materials, unstable structures, or other field hazards are identified.
• Ensure that work sites are properly organized before implementation, including access control, exclusion zones, traffic management, dust control measures, safe equipment movement, and site signage where applicable.
• Monitor contractors’ and workers’ compliance with Occupational Safety and Health requirements, including the proper use of personal protective equipment, safe work practices, and participation in Toolbox Talks.
• Review and verify executed quantities in coordination with Site Supervisors / Weight Controllers, ensuring that reported quantities are accurate, justified, and linked to actual field progress.
• Follow up on contractors’ daily performance, work sequencing, resource deployment, and compliance with timelines, technical specifications, and contractual requirements.
• Coordinate regularly with the Project Coordinator, municipalities, contractors, Site Supervisors, Weight Controllers, and relevant stakeholders to ensure smooth implementation and timely resolution of technical or operational issues.
• Prepare and submit daily, weekly, and monthly technical reports covering progress, executed quantities, site observations, safety issues, challenges, corrective actions, and technical recommendations.
• Document implemented works through photos, field notes, measurement records, site inspection forms, and other required monitoring and reporting tools.
• Identify and immediately report any technical constraints, safety incidents, environmental concerns, community risks, or operational challenges that may affect implementation quality or continuity.
• Support the preparation or review of technical specifications, Bills of Quantities, site plans, and other engineering documents when required.
• Provide practical technical recommendations to improve implementation efficiency, quality control, safety performance, and debris management processes.
• Ensure that project activities do not cause additional harm to infrastructure, surrounding communities, workers, or the environment.
• Perform any other relevant duties assigned by the project management team to support the effective achievement of project objectives.

QUALIFICATIONS & REQUIREMENTS

• Education: B.Sc. in Civil Engineering, Structural Engineering, or any other relevant engineering discipline from a recognized university.
• Experience: Minimum 5 years of experience of practical experience in infrastructure projects, road works, construction supervision, demolition works, debris management, site management, or similar field operations.
• Previous experience in internationally funded projects, UN-funded projects, emergency response, early recovery, or high-risk operational environments is an asset.
• Proven experience in supervising contractors, field teams, equipment movement, and site-based implementation activities.
• Strong knowledge of engineering supervision, quality control, quantity verification, technical documentation, and site progress reporting.
• Proven ability to prepare, review, and implement Method Statements, site work plans, and technical procedures for complex field operations.
• Good understanding of Occupational Safety and Health standards, site safety controls, PPE requirements, risk mitigation measures, and incident reporting.
• Familiarity with debris removal, construction and demolition waste management, road opening works, environmental safeguards, and safe disposal procedures is highly desirable.
• Good understanding of field risk assessment processes, including coordination requirements in areas affected by UXO/ERW, hazardous materials, or unstable structures.
• Strong analytical and problem-solving skills, with the ability to make sound technical decisions in challenging field conditions.
• Excellent reporting and documentation skills, including measurement records, quantity tracking, field notes, technical reports, and photographic documentation.
• Proficiency in Microsoft Office applications, especially Excel; knowledge of AutoCAD or similar engineering software is an asset.
• Excellent communication and coordination skills, with the ability to work professionally with contractors, municipalities, technical teams, partners, and project management.
• Ability to work under pressure, for long field hours, and in difficult operational environments.
• High level of professional integrity, accuracy, accountability, and attention to detail, particularly regarding quality, quantities, safety, and compliance.
• Excellent command of English is an asset.
