ABOUT THE PROJECT

SAFE, in partnership with UNDP/PAPP, is implementing the project: “Emergency Debris Management in the Gaza Strip 2026–2027.”

The project aims to enable humanitarian access and support early recovery through risk-managed debris removal, recycling, and safe disposal, while reducing public health and environmental risks and generating dignified short-term job opportunities for affected communities.

The intervention will support priority geographic areas north of Wadi Gaza, benefiting internally displaced persons, host communities, and affected populations through restored access corridors, safer public environments, and recovery-enabling recycled aggregates.

ROLE SUMMARY

SAFE is seeking qualified Public Awareness Specialists to lead the planning, implementation, and follow-up of community awareness activities under the Emergency Debris Management Project.

The Public Awareness Specialist will be responsible for developing and implementing a structured community awareness plan that promotes safe behaviors, strengthens public understanding of risks associated with debris and UXO/ERW, and supports effective community engagement throughout project implementation. The position will ensure that awareness activities are inclusive, technically accurate, culturally appropriate, and aligned with protection, accountability, safety, and donor requirements.

The role requires strong facilitation, communication, planning, and coordination skills, with the ability to engage diverse community groups, guide field staff, coordinate with specialized actors, and ensure that community feedback informs project implementation.

KEY RESPONSIBILITIES

• Develop and implement a comprehensive community awareness plan aligned with project objectives, implementation schedule, safety requirements, and approved work plans.
• Design and facilitate interactive awareness sessions targeting different community groups, including men, women, youth, children, older persons, persons with disabilities, and other vulnerable groups.
• Develop clear, accessible, and context-appropriate awareness messages related to public safety, debris-related risks, UXO/ERW risk awareness, environmental risks, and community reporting channels.
• Prepare and adapt Information, Education, and Communication materials, including leaflets, posters, presentations, visual messages, and digital content, in coordination with the media and project teams.
• Coordinate technically with specialized partners and relevant actors working on UXO/ERW risk awareness to ensure accuracy, consistency, and alignment with approved standards and guidance.
• Organize and implement field awareness campaigns in targeted areas, ensuring that messages are delivered in a safe, inclusive, and culturally sensitive manner.
• Train, guide, and support Social Workers and field staff in delivering awareness sessions, using approved messages, facilitation methods, and community engagement approaches.
• Ensure that awareness activities are planned in coordination with debris removal operations to support community safety before, during, and after field implementation.
• Coordinate with municipalities, community leaders, local committees, civil society actors, and relevant stakeholders to strengthen community participation and outreach coverage.
• Support the activation of community feedback and complaint channels through direct engagement with communities and coordination with the approved Complaints and Feedback Response Mechanism.
• Monitor community concerns, feedback, complaints, and perceptions related to project activities, and ensure they are documented, analyzed, and referred through appropriate channels.
• Collect and analyze field data related to awareness activities, community knowledge, participation trends, safety concerns, and response to awareness messages.
• Ensure the meaningful inclusion of vulnerable groups, including women, older persons, persons with disabilities, displaced households, and other at-risk groups, in awareness and consultation activities.
• Prepare and submit periodic reports covering implemented sessions, number of participants, disaggregated data, key messages delivered, community feedback, challenges, lessons learned, and recommendations.
• Coordinate with the media and communication team to ensure proper documentation and visibility of awareness activities in line with donor and organizational requirements.
• Contribute to donor reporting by providing accurate information, field updates, activity documentation, and analysis related to awareness and community engagement activities.
• Ensure that all awareness activities are implemented in line with protection standards, safeguarding requirements, Prevention of Sexual Exploitation and Abuse, confidentiality principles, and humanitarian ethics.
• Promote transparency, accountability, and trust between the project and affected communities through respectful and consistent communication.
• Perform any other relevant duties assigned by the project management team to support the effective achievement of project objectives.

QUALIFICATIONS & REQUIREMENTS

• Education: B.Sc. in Social Sciences, Social Work, Psychology, Education, Media, Public Relations, Community Development, or any other relevant field from a recognized university.
• Experience: Minimum 5 years of practical experience in community awareness, community engagement, communication for development, field outreach, humanitarian response, development programming, or similar roles.
• Previous experience in internationally funded projects, UN-funded projects, early recovery, infrastructure, debris management, emergency response, or community-based campaigns is an asset.
• Proven experience in designing, organizing, and facilitating community awareness sessions, field campaigns, or participatory community meetings.
• Good understanding of protection principles, gender and inclusion, accountability to affected populations, community feedback mechanisms, and safe community engagement.
• Familiarity with Behavior Change Communication, risk communication, and development of simplified awareness messages for diverse target groups.
• Previous knowledge or experience in UXO/ERW risk awareness, or coordination with specialized actors in this field, is highly desirable.
• Strong facilitation, presentation, and interpersonal skills, with the ability to communicate clearly and respectfully with different community groups.
• Ability to train, coach, and guide field staff, including Social Workers, on awareness delivery methods and key messages.
• Strong skills in preparing awareness materials, field documentation, reports, activity plans, and community engagement updates.
• Good ability to collect, organize, and analyze community feedback, participation data, and field observations.
• Proficiency in Microsoft Office applications and digital communication tools.
• Ability to work intensively in the field, move across targeted areas, and operate under pressure in challenging environments.
• High sensitivity to gender, inclusion, protection, and the needs of vulnerable groups.
• High level of professionalism, integrity, accountability, and commitment to humanitarian principles and ethical engagement with communities.
• Excellent command of English is an asset.
