ABOUT THE PROJECT
SAFE, in partnership with UNDP/PAPP, is implementing the project: “Emergency Debris Management in the Gaza Strip 2026–2027.”
The project aims to enable humanitarian access and support early recovery through risk-managed debris removal, recycling, and safe disposal, while reducing public health and environmental risks and generating dignified short-term job opportunities for affected communities.
The intervention will support priority geographic areas north of Wadi Gaza, benefiting internally displaced persons, host communities, and affected populations through restored access corridors, safer public environments, and recovery-enabling recycled aggregates.
ROLE SUMMARY
SAFE is seeking a qualified Project Coordinator to lead and coordinate the day-to-day implementation of the Emergency Debris Management Project.
The Project Coordinator will be responsible for overall field coordination, operational planning, technical follow-up, contractor oversight, stakeholder engagement, risk management, reporting, and compliance with approved project plans, donor requirements, safety standards, environmental safeguards, and accountability principles.
The role requires strong project management, technical coordination, leadership, communication, and problem-solving skills, with the ability to manage multidisciplinary teams and coordinate effectively with UNDP/PAPP, municipalities, contractors, technical actors, community representatives, and SAFE management in a complex and high-risk operational environment.
KEY RESPONSIBILITIES
- Lead the day-to-day coordination and implementation of project activities in line with the approved workplan, budget, implementation schedule, donor requirements, and SAFE procedures.
- Coordinate the planning and sequencing of debris removal, road opening, sorting, transportation, disposal, recycling, community awareness, and related field activities.
- Supervise and support the project team, including Site Engineers, Site Supervisors / Weight Controllers, Public Awareness Specialists, Social Workers, Reporting Specialist, and other relevant staff.
- Ensure that field activities are implemented in accordance with approved technical plans, Method Statements, standard operating procedures, quality standards, safety requirements, and environmental safeguards.
- Serve as the main daily coordination focal point between SAFE, UNDP/PAPP, contractors, municipalities, local authorities, community representatives, and relevant technical stakeholders.
- Coordinate contractor engagement during implementation, including follow-up on work progress, compliance with technical specifications, performance issues, timelines, and contractual obligations.
- Review and follow up on site-specific work plans, Method Statements, risk assessments, transport arrangements, and operational control measures in coordination with the Site Engineer and project team.
- Ensure effective coordination with specialized actors and relevant entities on UXO/ERW-related risk assessment, referral pathways, safety messaging, and site readiness before implementation.
- Monitor project progress against agreed indicators, deliverables, timelines, and targets, and ensure timely corrective action where delays, quality issues, or operational constraints are identified.
- Oversee the verification of executed quantities, truck movement records, weighbridge documentation, site progress data, and other operational evidence in coordination with technical and reporting teams.
- Ensure that Occupational Safety and Health requirements are consistently applied across all work sites, including PPE use, Toolbox Talks, traffic management, exclusion zones, dust control, and incident reporting.
- Ensure that environmental and social safeguards are mainstreamed across project activities, including safe debris handling, disposal procedures, public health risk reduction, and avoidance of harm to communities or infrastructure.
- Lead regular internal coordination meetings with project staff to review progress, challenges, risks, priorities, and required actions.
- Coordinate with municipalities, community structures, and relevant stakeholders to facilitate access, confirm priorities, manage field coordination, and address community concerns.
- Ensure that community engagement, awareness activities, protection considerations, gender and inclusion measures, and accountability to affected populations are integrated into project implementation.
- Follow up on the Complaints and Feedback Response Mechanism to ensure that community feedback, concerns, and complaints are documented, referred, and addressed in a timely and appropriate manner.
- Identify, analyze, and escalate project risks, challenges, operational bottlenecks, safety concerns, and compliance issues, while proposing practical mitigation measures.
- Support the preparation and review of technical documents, activity plans, procurement inputs, progress updates, donor reports, presentations, briefing notes, and other project documentation.
- Ensure proper documentation and archiving of project records, including field reports, photos, quantity records, contractor documents, meeting minutes, correspondence, visibility materials, and supporting evidence.
- Contribute to donor and partner reporting by providing accurate progress updates, technical inputs, achievements, challenges, lessons learned, and recommendations.
- Represent SAFE professionally in relevant coordination meetings, technical working groups, donor meetings, municipal coordination platforms, and project-related discussions when required.
- Promote team coordination, accountability, professional conduct, safeguarding, and compliance with humanitarian principles throughout project implementation.
- Perform any other relevant duties assigned by SAFE management to support the effective achievement of project objectives.
QUALIFICATIONS & REQUIREMENTS
- Education: B.Sc. in Civil Engineering, Environmental Engineering, Construction Management, Project Management, or any other relevant field from a recognized university.
- Experience: Minimum 10 years of proven professional experience in project coordination, infrastructure works, debris management, construction supervision, emergency response, early recovery, or similar field-based programmes.
- Previous experience in internationally funded projects, UN-funded projects, emergency response, early recovery, infrastructure rehabilitation, debris management, or high-risk operational environments is highly desirable.
- Strong technical understanding of debris removal, road opening, construction and demolition waste management, contractor supervision, quantity verification, and site-based implementation.
- Proven experience in coordinating multidisciplinary teams, contractors, municipalities, local stakeholders, and donor or partner entities.
- Good understanding of project cycle management, work planning, progress monitoring, risk management, reporting, documentation, and donor compliance requirements.
- Strong knowledge of Occupational Safety and Health standards, environmental safeguards, site safety procedures, and field risk mitigation measures.
- Familiarity with UXO/ERW risk coordination, hazardous materials, unstable structures, and high-risk field environments is an asset.
- Demonstrated ability to identify operational challenges, propose practical solutions, and make timely decisions under pressure.
- Strong leadership, coordination, communication, negotiation, and problem-solving skills.
- Excellent reporting and documentation skills, with the ability to prepare clear technical updates, management briefings, and donor-oriented inputs.
- Proficiency in Microsoft Office applications, especially Word, Excel, and PowerPoint; knowledge of project management tools is an asset.
- Ability to work under pressure, manage multiple priorities, and operate in complex and changing field conditions.
- High level of professional integrity, accountability, accuracy, and commitment to humanitarian principles, safeguarding, and ethical conduct.
- Excellent command of English is an asset.
