Position Title: Social Worker

ABOUT THE PROJECT
SAFE, in partnership with UNDP/PAPP, is implementing the project: “Emergency Debris Management in the Gaza Strip 2026–2027.”
The project aims to enable humanitarian access and support early recovery through risk-managed debris removal, recycling, and safe disposal, while reducing public health and environmental risks and generating dignified short-term job opportunities for affected communities.
The intervention will support priority geographic areas north of Wadi Gaza, benefiting internally displaced persons, host communities, and affected populations through restored access corridors, safer public environments, and recovery-enabling recycled aggregates.
ROLE SUMMARY
SAFE is seeking qualified Social Workers to support community engagement, awareness activities, and accountability measures under the Emergency Debris Management Project.
The Social Worker will be responsible for conducting field outreach, supporting community awareness sessions, communicating key safety messages related to debris management and UXO/ERW risks, and ensuring effective engagement with affected communities. The position will also support the systematic collection of community feedback, complaints, and needs, while ensuring that protection, inclusion, gender sensitivity, confidentiality, and accountability principles are fully integrated into field activities.
The role requires strong communication skills, community trust-building capacity, field discipline, and the ability to work respectfully with vulnerable groups, including women, children, older persons, persons with disabilities, internally displaced persons, and affected households.
KEY RESPONSIBILITIES
- Conduct field visits and direct outreach activities in targeted communities to engage affected households and disseminate project-related awareness messages.
- Support the organization and implementation of community awareness sessions, including coordination with participants, preparation of materials, venue arrangements, and follow-up on attendance.
- Contribute to delivering simplified and context-appropriate awareness messages on project objectives, safety procedures, debris-related risks, and UXO/ERW risk awareness under the supervision of the Awareness Specialist and project team.
- Support safe, inclusive, and meaningful participation of vulnerable groups, including women, children, older persons, persons with disabilities, and other at-risk community members.
- Collect community feedback, concerns, and complaints through approved channels, including direct interaction, forms, short interviews, and community meetings.
- Document, classify, and refer complaints or sensitive cases through the approved Complaints and Feedback Response Mechanism, while maintaining confidentiality and protection standards.
- Identify and report community needs, social concerns, protection risks, and potential barriers affecting participation in or access to project activities.
- Support initial referral of vulnerable cases to relevant service providers or specialized actors when needed, in coordination with the project team and according to approved referral pathways.
- Monitor and report social and community-related risks associated with debris accumulation, debris removal, site access, movement of trucks, and community safety around work areas.
- Support the distribution and use of awareness materials, including leaflets, posters, visual messages, and digital content, ensuring that they reach the intended target groups.
- Update beneficiary records, attendance lists, community engagement data, and activity documentation, disaggregated by gender, age, disability, and other relevant categories where applicable.
- Coordinate with municipalities, community representatives, local committees, and relevant civil society actors to support effective community engagement and field implementation.
- Prepare and submit periodic field reports covering implemented activities, number of participants, community feedback, key observations, challenges, lessons learned, and recommendations.
- Contribute to documenting success stories, field observations, and lessons learned in coordination with the project team.
- Maintain continuous coordination with the Awareness Specialist, Project Coordinator, and relevant field teams to ensure alignment of activities and achievement of planned objectives.
- Fully comply with protection principles, safeguarding standards, Prevention of Sexual Exploitation and Abuse, confidentiality requirements, and humanitarian ethics when engaging with communities.
- Adhere to Occupational Safety and Health procedures, particularly when conducting outreach near debris removal sites, transportation routes, or other operational areas.
- Perform any other relevant duties assigned by the project management team to support the effective achievement of project objectives.
QUALIFICATIONS & REQUIREMENTS
- Education: Diploma or B.Sc. in Social Work, Sociology, Psychology, Counselling, Community Development, or any other relevant field from a recognized institution.
- Experience: Minimum 4 years of practical experience in community work, social work, field outreach, humanitarian response, development programming, or similar field-based activities.
- Previous experience in internationally funded projects, UN-funded projects, emergency response, early recovery, community engagement, or awareness campaigns is an asset.
- Strong communication and interpersonal skills, with the ability to engage respectfully and effectively with diverse community groups.
- Good understanding of protection principles, gender and inclusion considerations, community accountability, and safe engagement with vulnerable groups.
- Familiarity with Complaints and Feedback Mechanisms, community feedback collection, referral pathways, and confidentiality requirements is desirable.
- Good skills in data collection, field documentation, attendance tracking, basic analysis, and preparation of clear field reports.
- Ability to conduct field visits, access targeted areas, and work under pressure in challenging operational conditions.
- Ability to work effectively within a multidisciplinary team and coordinate with community representatives, municipalities, local committees, and project staff.
- Good command of Microsoft Office applications, particularly Word and Excel.
- High level of professionalism, integrity, sensitivity, and commitment to humanitarian principles and ethical conduct.
- Excellent command of English is an asset.
